Trump can easily override any governor who violates constitutional rights thanks to this law already in the books.

They shall be fined under this title or imprisoned not more than ten years, or both; and if death results from the acts committed in violation of this section or if such acts include kidnapping or an attempt to kidnap, aggravated sexual abuse or an attempt to commit aggravated sexual abuse, or an attempt to kill, they shall be fined under this title or imprisoned for any term of years or for life, or both, or may be sentenced to death.

For some egregious violations, such as using child protective services to take your children away to be abused in foster care (looking at you governor Kate Brown), the death penalty may be appropriate.

Trump got the only intelligence briefings on what was happening in China, the Gov.s were not able to act on any of that security information because they didn't have access to it.
