I think they were laughing at Brazilians while failing to realize vaccinations are a global effort and all nations will push it eventually; whether it is mandatory or voluntary (mandatory). It has already been said that the vaccine might very well be tied to work and travel.

It is already available for about US$35 for the first shot and the second shot is about $30.

Not only is it legal ... It's even Constitutional chuckle

Jacobson v. Massachusetts, 197 U.S. 11 (1905), was a United States Supreme Court case in which the Court upheld the authority of states to enforce compulsory vaccination laws. The Court's decision articulated the view that the freedom of the individual must sometimes be subordinated to the common welfare and is subject to the police power of the state.

“In every well-ordered society . . . the rights of the individual in respect of his liberty may at times, under the pressure of great dangers, be subjected to such restraint, to be enforced by reasonable regulations, as the safety of the general public may demand ... although this court has refrained from any attempt to define the limits of State power ... it has distinctly recognized the authority of a State to enact quarantine laws and health laws of every description.”
