But the cheaper one has 4 cores while the I7 only has 1 core and the process speed is a bit faster on the I7

So how can you tell which is the better deal ?

They are about the same value. Both have 4 core processors. If you want a snappier PC go for the i7, not only is the processor faster - which won't make a huge difference in most applications, but it has an SSD so it will boot faster, programs will open quicker everything will just feel a lot more responsive.

It you want to save some money buy the i5. You could add a 500GB SSD to the cheaper machine to give most of the advantages of the more expensive one. The price will work out somewhere between the two, maybe $250.

The Intel Core i7 is also a quad core processor, AND the SSD drive is significantly faster than a mechanical (spinning platter) drive. For about 100 bucks more, that second machine is a better choice... faster processor and much faster hard drive.

My advice - buy a Dell from a reputable dealer
Check out big box stores like Office Max, Walmart, in person for a nice Dell at a good price- at least you can be sure it's a Dell and not a Chinese knock-off.
Be careful on Amazon - a lot of lying and fakery going on
