Same here, but then the issue becomes fairness to the workers / client. I don't know much about this bill. But if a person has to work 80 hours a month and is NOT receiving cash benefits then this is certainly illegal.

If a person is to work 80 hours a month they best be receiving cash at minimal wage value.

I spend a lot of time in Kentucky. The state is not that poor compared to many blue states, or Ohio to the north. Yes, there are people with drug problems and that is unfortunate but the government can't fix everything for people.
