He's getting in over his head on this one. Every house is different with different plumbing. If every house was the same, and installation the same it would work. Or just selling it to private owners then letting them install it and maintain the system would work.

But not promising he'll fix the problem with the service tap solution. The local government will end up getting the burden of installation costs, if not upfront to get them working later on people will sue and courts will get the city to install and maintain the systems.

In the long run it would just be cheaper to fix the public supply. But this is the way things are going, public infrastructure is falling apart and private companies will be offering 'solutions' with subsidies from the utility providers.

Meanwhile the cities are taxing their residents even more to pay for outrageous pension promises.

Lead Shingles on the Oldest Homes that are abandon and Condemned.
Some of those old rotting houses actually have lead fittings on the water pipes. And Many Houses there are so old they have lead sewage pipes.
Asbestos all over the place in the old rotting buildings.

That place should be declared a disaster area.
