A solid wall would be far better and much cheaper to build. An open style wall with vertical pipes could easily be climbed. Just throw a rope (or two) over the top and then reach thru with a pole or another rope and snag the rope and tie it together. I support a solid wall that either collects solar heat (black surface) or solar electric collectors. Think of the joke the wall will be if it doesn't do it's job. Any open style wall will be a joke in the end. To not capture the sun's energy to make electricity would be amzingly stupid. It would be the largest solar collector in the world and most of it's cost is make even if the solar component is left out. I think the solar heat collector method with heat engines to run the electric generators would be the best.

Look up the book solviva about a large greenhouse in the northeast in the 1970's and the thin clear plastic film in layers that was a cheap high r value insulation. The greenhouse didn't even need extra heat in the middle of the winter as I recall.
