Actually, how we make it happen is by pushing that overton window further and further right. As it becomes more acceptable to talk about real world solutions for problem people, then it also becomes more acceptable to turn those solutions into legalized policy options.

I dont think im as extreme as you on this issue but without question there needs to be disincentives to letting dangerous animals run loose .

I agree that we need to disincentivize irresponsible pet ownership, but the way I see it is that most people are stupid, barely above animals. If you want to alter their behavior, you're going to have to be harsh.

I know a guy who was attacked at a village park while walking with his wife on a path. The dog was vicious, and he did not have anything to fight with but his hands. The dog bit and took off his thumb up to his knuckle.

I don't know the exact figure he got, but the guy was recompensed (at least) with enough to buy a new van ... a couple of years old, and a nice car.. again a couple of years old.

This is life in America these days.

Yeah those that would harass the owner are loonies and they don't need to disclose their names to those loons. This is common sense at this point in the internet's age.
