That's a fairly normal occurrence.. it's not even a large one. Minor geomagnetic effects expected.

I would think more likely some local whackjob, as opposed to the alternative.. if you look at the target. A whackjob would choose this sort of target, whereas a foreign terrorist would choose a more symbolic target.

The evacuation is our biggest hint that it's something along these lines IMO..
