Not everyone can afford that. And from gasoline, to food, to whatever-motel-rooms-are-going-for-these-days (not everyone has relatives they can go to...), packing up and moving far away isn't cheap.

Not to mention how, in the meantime, if you're living paycheck-to-paycheck (most people are) you know you're LIKELY not going to have any income for a while because where you work was likely just devastated.

So in other words, whatever money you have NOW...that's the only money you're going to have for the foreseeable future. THAT'S also going to affect whether you leave or not (because you risk ending up broke, sooner than later, somewhere far far away...).

That's just the working poor. Considering the entire homeless population along the coast of the Carolinas is a whole other thing. They clearly can't pack up and go.

Life is about choices.

These people could choose to get a job, income, in another state, where there are no hurricanes, but they choose to remain and face a risk they know will at some point in time impact them.

They could choose to elect local politicians who would use their tax money to build infrastructure that can more easily withstand the power of hurricanes, but they do not.

They could choose to build sturdier homes, but no, they choose to build with sticks and plywood.
