Russia's southern city Rostov-on-Don puts up a statue dedicated to Russian fighters killed in Ukraine.

The seven-meter granite obelisk "heroes of Donbass" is installed in Rostov-on-Don

Not everyone in the city is happy with the new monument. Some activists sent indignant letters to the city administration and the prosecutor's office, demanding to dismantle the monument to mercenaries.

Belarusian fighter for Russia, to be buried in Homiel

Alexei Yaroshevich‘s friends are preparing for the funeral in the Belarusian city of Homiel. Most of them are members of pro-Putin motorcycle club ‘The Night Wolves’.

On October 4, The Night Wolves said on their VKontakte page that Alexei Yaroshevich, a member of their Homiel-based club, died on 19 September. The Belarusian mewspaper Nasha Niva reported that Yaroshevich had been probably killed in Syria. Later, the information about his death was confirmed.

Yaroshevich might have also been involved in the conflict in Ukraine’s Donbas. His name was mentioned in the investigation of the Russian newspaper Novaya Gazeta published on July 2, 2014. The article revealed the story of the Russians, who received medals and commendations from Putin after coming back from Crimea. Yaroshevich appeared with nember 160 on the classified list of the awarded.

Crimea has spoken ! CheerCheer Heartflowers

SIMFEROPOL (Sputnik) — The issue of Russia's sovereignty over Crimea cannot be placed into question by other states, the head of Crimean Government’s Committee for Ethnic Relations Zaur Smirnov told Sputnik Tuesday, commenting on proposal by Czech President Milos Zeman regarding the possibility for Moscow to compensate Kiev financially for the loss of Crimea.

Zeman said earlier in the day that he saw possibilities for Moscow compensating Kiev financially or with oil and gas following the 2014 referendum on the peninsula's reunification with Russia. According to Zeman, this reunification is an accomplished fact and Kiev's attempts to get the peninsula back could lead to a war in Europe.

"The Crimean issue has been ultimately closed. This is the position of the Russian president. The Crimean residents consider this position to be the only acceptable and doubtless. All other opinions are subjective," Zaur Smirnov said.

The first draft of a bill to legalize all cryptocurrency transactions in Ukraine has been submitted to its Parliament. Initiated by a group of deputies, the bill proposes to define cryptocurrencies including bitcoin as legal properties which can be exchanged for goods and services.

In addition, the bill proposes that cryptocurrency owners have the right to choose how to dispose of their cryptocurrencies, including exchanging them for other coins, for electronic money, for fiat, or for goods and services.

Vladimir Putin: Cryptocurrency Poses 'Serious Risks'

Russian president Vladimir Putin said in a meeting today that cryptocurrencies pose significant risks related fraud and money laundering.

His comments come after a senior official for Russia's central bank stated publicly that his institution will support efforts to block access to external websites that offer cryptocurrency brokering services in the country. Ukraine seeks Indian peacekeepers

Ukraine has asked for Indian peacekeepers to help contain the conflict with Russia in the eastern part of the country.

In an exclusive interview to The Hindu, Ukrainian Foreign Minister Pavlo Klimkin said he expects India to “definitely” play a role in the peacekeeping mission which will soon come up for discussion at the UN Security Council (UNSC).

Mr. Klimkin said discussion on India’s participation in the peacekeeping mission was at a preliminary level and further consultations were needed to fine-tune the composition of the mission.

In Ukraine, the US Trains an Army in the West to Fight in the East

For more than two years, the U.S. military’s contingent of 300 or so soldiers have been quietly helping train an enormous allied military in western Ukraine.

“Every 55 days we have a new battalion come in and we train them,” said U.S. Army National Guard Capt. Kayla Christopher, spokesperson for the Joint Multinational Training Group-Ukraine, at Yavoriv Combat Training Center in western Ukraine. “And at the end of that 55-day period, we’ll do a field training exercise with that battalion.” The U.S. and partnered armies have trained seven battalions in the past roughly two years or so.

Just since January, Capt. Christopher’s unit of 250 soldiers has added another 3,000 or so Ukrainian soldiers to Kiev’s ranks.

The U.S. has also sent a variety of non-lethal military help to Ukraine — equipment like Humvees, medical supplies, bulletproof vests, and radars.

Most of the civilians killed in the fighting were killed by tanks and artillery, 55 percent; followed by IEDs, 36 percent; and small arms fire, 9 percent.

Lukoil chief says sanctions may last a decade

Sanctions against Russia are likely to stay in place for at least the next 10 years, the country’s second-largest oil company has said, at a time of sharply deteriorating relations between Moscow and the west.

Russian oil and gas companies should prepare for long-term restrictions, Lukoil’s chief executive said.

PACE condemned Ukraine’s education law today as “not conducive to living together” with ethnic minorities.

The Parliamentary Assembly of the Council of Europe indicates that the provisions of the Ukrainian law "On Education" do not ensure a balance between the official language and the languages of national minorities and recommends that Ukraine should fully comply with the forthcoming conclusions of the Venice Commission and modify this document accordingly.

The Assembly deplores the fact that there was no real consultation with representatives of national minorities in Ukraine on the new version of Article 7 of the law.

PACE believes the new law 'do not appear to strike an appropriate balance between the official language and the languages of national minorities' not encompass the concept of 'living together', the new legislation does not comply with the principle of 'living together', which underpins Framework Convention for the Protection of National Minorities.

"These national minorities, who were previously entitled to have monolingual schools and fully fledged curricula in their own language, now find themselves in a situation where education in their own languages can be provided (along with education in Ukrainian) only until the end of primary education. For the Assembly, this is not conducive to 'living together'," PACE said
