But, if you are talking about a less localized and more global use of this, then I would say that it would be to bring about the culmination of all the work that they have been doing in the lead up. Order out of chaos. What type of chaos would ensue if they used a largely regional kill switch or even darkened the entire nation, and sought to harvest the fruits of their labors concerning the division and prejudices that they have been marinating the target population in, and how would they seek to capitalize of of that chaos, fear, and desire by the targets to return to "normalcy"?

I agree with everything negative people have been posting about Procedure 303, but it also could be used to interrupt the progress of a dangerous computer virus whose purpose is to disable important systems, that was detected. Unfortunately, shutting down the internet would also shut down those very systems, since they use the internet for control.

The problem is that some thoughts and ideas are treated in the same manner as these computer viruses.
