Well obviously rejecting heat is one thing and circulating your room air through a hepa filter is another. As far as I am aware, the majority of the energy used in an air conditioning system is used to drive the compressor so a system that incorporates a large area of passive radiative cooling will save energy and money even if you have aditional filtration needs.
im an x ac tech.the filtering does not need extra suction just more surface area exposed.i ran into this problem occasionally as hepa filters are real good.if you are lucky enough to have places to add wall filters.the increase in surface area makes for easier pull and easier cleaning regimes.

as for watts,i was referencing watts of ac window unit.
like guy above,a double roof works miracles.i once got under a canopy of ice wall ,installed as roof.in summer.the roof alone made life real tolerable.way more than i expected.it kept the concrete shop floor cooler too.even though it had no walls.

I live in northern Europe so I'm interested to know how good your home insulation is in the southern sates of the USA. The problem here is retaining heat in the building in the winter so we typically have buildings with foam filled cavity wall construction, double or triple glazed low-e glass windows and a thick layer of loft insulation. The impression I get is that American houses that use a lot of power for AC don't have particularly good insulation to keep the heat out, is that right?

have been painted white forever, to reflect solar radiation ( sunlight ). What is new about this paint, or surface, is that it can remove heat from a building and reject it to space. It has the ability to make the building colder than air temperature.

I have asthma and I feel best at 72 degrees with a high grade whole house filter that has to have a high enough merv rating for pollens, mold spores and even smoke.
If I upgrade to the next filter it would trap virus.
It takes a strong blower motor to pull air through these high rated filters.

So, no. I seriously don't believe a coat of "magic paint" would work.

If you have asthma, stay away from "magic paint" of any kind.
