Active? Do they play musical chairs during sessions?
I'm starting to think congress is a federal nursing home for aging politicians. Of course the pay they receive is much less than the retirement benefits they would be paid, so, keep them salaried.

They also collect corporate handouts because one cannot live on social security, alone.
