Quote:On Tuesday, the state’s Board of Elections—made up of four Democrats, four Republicans, and one Independent—which tabulates and verifies every vote in the weeks after an election, shocked North Carolina’s political establishment by voting unanimously not to certify Harris’s win. “I’m very familiar with unfortunate activities that have been happening down in my part of the state,” Joshua Malcolm, the board’s vice-chairman and a Democratic resident of the Ninth District, said during the meeting. “I’m not going to turn a blind eye to what took place. To the best of my understanding, which has been ongoing for a number of years, that has been repeatedly referred to the United States Attorney and district attorneys to take action and clean it up.”

The board’s actions inspired J. Michael Bitzer, a professor of politics at Catawba College, near Charlotte, and a self-described “North Carolina politics data geek,” to reëxamine some of the voter returns. In Bladen and Robeson counties, Bitzer found that Harris won an unusually high share of mail-in absentee-ballot votes. Bladen was the only county where the Republican prevailed in the mail-in-absentee vote, winning sixty-one per cent of the votes from mail-in ballots—despite registered Republicans accounting for only nineteen per cent of the county’s returned absentee ballots. To achieve that margin, Harris would have needed to win not only all of the Republican ballots but almost every single mail-in vote from Independents, as well as a significant number of votes from crossover Democrats. Since posting his findings on his blog, Bitzer has been answering so many media calls that his voice has grown hoarse. “Now it feels more like an avalanche rather than the snowball effect,” he said. “It’s taken on a life of its own.”

It was not just the general election in which the numbers looked funny. Investigators are now looking into the Republican primary, in May, as well. Harris won with eight hundred and twenty-eight votes over the incumbent, Robert Pittenger, claiming ninety-six per cent of the absentee ballots in Bladen County—which was a far higher margin of victory than the rest of his totals in the county. Pittenger told Spectrum News on Thursday, “We were fully aware of [the accusations of fraud]. There are some pretty unsavory people, particularly out in Bladen County, and I didn’t have anything to do with them.”

In the general election, Bitzer also found that, compared to other counties in the Ninth District, a much higher rate of mail-in absentee ballots requested in Bladen and Robeson counties—about forty per cent and sixty-two per cent, respectively—were never turned in. In fact, those two counties had the highest rates of unreturned absentee ballots of any district in North Carolina. And an analysis of the voting data by the Raleigh News & Observer found that “the unreturned ballots are disproportionately associated with minority voters,” who tend to vote for Democrats over Republicans. In Robeson County, seventy-five per cent of the absentee ballots requested by African-Americans and sixty-nine per cent of those requested by American Indians were never received by the state. On Friday, Harris tweeted, “There is absolutely no public evidence that there are enough ballots in question to affect the outcome of this race.” But about sixteen hundred mail-in absentee ballots were requested in the two counties and not returned, in a race decided by fewer than a thousand votes. Nate Silver, a data journalist and the founder of FiveThirtyEight.com, tweeted in response, “There ARE enough ballots in question in NC-9 to potentially affect the outcome.”

“Was this just an anomaly of people requesting ballots and then deciding not to send them in?” Bitzer said. “Or is this evidence of a concerted effort to influence or impact the election?” Prior to the election, Bitzer told me, it would have been possible for someone interested in interfering with the election to determine through public records which voters had not yet returned requested absentee ballots. “So it would not be a stretch, if someone made a concerted effort to look at each day’s records, for that someone to find out where that particular voter lived, and then it would be easy enough to go and try to collect it themselves.” Such an action would not only be illegal because a ballot may be handled only by the voter who completes it but would also create the opportunity for electoral fraud. As Bitzer noted, “Let’s say, a voter handed over a ballot to a collector, and the voter had not secured it in a sealed envelope, and there was no vote in the congressional election. The collector could put a vote in. If there was a vote, but it was not for the right candidate, the collector could mark a vote for a second candidate and spoil the ballot.”

Disputed North Carolina Race May Hinge on a Shadowy Operative

L. McCrae Dowless Jr. was a peculiar politician when he stood before the North Carolina State Board of Elections: a runaway winner who had come to the capital to fan fears of fraud and to protest the outcome of a race in which he had been victorious.

“I’m not saying there’s any wrongdoing here,” Mr. Dowless, who had been elected a soil and water conservation district supervisor, told the Raleigh-based board in December 2016. “I just want it investigated because it was a high volume of write-ins.”

Just two years later, Mr. Dowless, a bit player in North Carolina’s incessant battles over voting rules and alleged fraud, is at the center of a spiraling battle over whether deceit and misconduct corrupted the campaign for Congress in the Ninth District.

State regulators have refused to certify the preliminary results, which showed the Republican nominee, Mark Harris, with a 905-vote edge over Dan McCready, his Democratic opponent. If state officials ultimately find that the balloting was tainted enough to “cast doubt” on the results, they would have the power to order a new election.

1. Wow. There is a subplot to the election fraud scheme unfolding in North Carolina that is absolutely insane. This is DEEP in the weeds, but worth it. Let's go.

So Jeff Smith owns a "video sweepstakes" business in Bladen County, which is apparently a place you an go and win money for playing video games.

The head of the Bladen County GOP, Landon Bordeaux, goes to Smith and says that he's about to get raided by the current sheriff.
3. But Bordeaux says, there's an out. If Jim McVicker wins the 2014 election for sheriff, Smith will be in the clear.

Bordeaux asks Smith to give McCrae Dowless $4000 IN CASH to help McVicker win. So Smith does it.

And it works. McVicker wins by 350 votes!
4. But Smith gets stabbed in the back. McVicker raids his video-sweepstakes operation BACKED UP BY HELICOPTERS. Smith is pissed.
5. But apparently Smith does not blame McCrae Dowless, who, after all, did what he what he was supposed to do (If you overlook breaking N Carolina law)

Inside The North Carolina Republican Vote Machine: Cash, Pills — And Ballots

BLADENBORO, North Carolina — The allegations that Republicans tampered with absentee ballots in a close North Carolina election represent the most serious federal election tampering case in years, one that allegedly stole votes from elderly black voters in the state’s rural south.

Now two women intimately involved with the McCrae Dowless’s absentee ballot machine have revealed to BuzzFeed News its grim and chaotic workings, in which Dowless tracked votes on yellow paper and paid his workers, including family members, from stacks of cash, which some used to keep themselves high on opioids while they worked.

The accounts of the women, Jessica Karen Dowless and Lisa Britt, add significant new details to those that have come out from investigators and other news reports, as the state election board considers whether it should order a new election between Republican Mark Harris and Democrat Dan McCready. The women, both related to McCrae Dowless, paint a picture of American political chicanery at its lowest levels — though with sweeping consequences both for voters allegedly denied the franchise, and for the outcome of a pivotal national election, which Republican Mark Harris won by 905 votes.

Jessica Dowless described the scene in the small office at the intersection of two highways in Bethel, North Carolina, where she worked on Harris’s behalf for the last two months as chaotic. One worker, she said, “was so f*cking high the other day she passed out at the f*cking computer.” One of the workers who collected absentee ballots from residents was a “pill head,” she said.

Jessica Dowless, whose husband is distantly related to McCrae Dowless, described herself as a “housewife [who] needed a part time job” said she was one of about six employees. She often worked six days a week tallying the number of Democrats and Republicans who had recently voted. However, she explained, there were times when she did not quite understand what she was doing or what the grand purpose was.

She did, though, say that campaign workers delivered sealed absentee ballots from the homes of people who requested them to McCrae Dowless’s office — though North Carolina law forbids third parties from handling those ballots.

She said she spent her time tracking the number of ballots sent in to the county board of elections — and then tally up the number that were collected by employees of McCrae Dowless, who The Washington Post reported would keep the Harris campaign updated on the latest figures.

Jessica Dowless said she would also note voters’ race and party affiliation.

“My job was at the office and I read emails and counted how many Republicans and Democrats and non-affiliated people voted everyday...I added up how many voted that day and wrote it on a piece of paper and then they read it and then I don’t know what it did with it. McCrae was the only one who saw it,” she said. “I would go down each page and count how many black Republicans, white Republicans and I did the opposite, black unaffiliated, black Democrats, and add them up and then calculate the percentage of how many people voted that way each day.”

McCrae, she said, bought a woman who worked in the office “a car a week later after she started.” Another employee got a van that she used on the job, she said.

"Mark Harris was writing him checks left and right,” Jessica Dowless said, referring to McCrae, although she said she never saw the checks. McCrae, she said, “paid me a certain amount in cash and then the Board of Elections paid me the rest.”
