Something like a go fund me website. Have the laid off worker sign over his/her future gov't payroll checks to repay those that front money to them for living expenses while the Gov't is partially shut down. Paypal or Go Fund Me sites could relatively easily facilitate this. We have computers and the internet. A college kid could become quite marketable for setting this up. Maybe an app.? For every laid off Federal worker there are about 350 other americans. If a worker's weekly paycheck is $1,050, that's only $3/person a week for each of those other 350 citizens. The cost of a cup of coffee.

A decent percentage of the laid off workers will either find some temporary work or be treating the paid layoff as a paid vacation, which it is if you think about it.
